Toughened vs Laminated Glass: Which Is Safer for Balustrades and Pool Fencing?

When you start specifying glass for a balustrade or a pool fence, you'll hear two terms over and over: toughened and laminated. Both are safety glass, both are used in residential barriers, and they're not interchangeable. The difference comes down to how they're made, how they behave when they break, and what that means for safety. Here's the comparison, without the jargon.
How toughened glass is made
Toughened glass — also called tempered glass — is made by heating ordinary float glass to around 650°C and then cooling it rapidly with air. That rapid cooling puts the surfaces under compression and the core under tension, which is what gives toughened glass its strength. A toughened panel is roughly four to five times stronger than the same panel of ordinary annealed glass.
The key behaviour is what happens on failure. Because of the built-in stresses, toughened glass shatters into small, roughly cubic granules rather than sharp shards. It's the glass you see in car side windows and shower screens, and it's the default for balustrade and pool fence panels.
How laminated glass is made
Laminated glass is made differently. Two or more layers of glass are bonded together with a plastic interlayer — usually PVB (polyvinyl butyral) — under heat and pressure. The interlayer is what makes laminated glass a safety glass: if the glass breaks, the interlayer holds the broken pieces in place rather than letting them fall.
Think of a car windscreen: when it's hit by a stone, it cracks but stays in one sheet. That's laminated glass doing its job. The same property is valuable in overhead and barrier applications where you don't want broken glass falling out of the frame.
Safety properties: how each fails
The safety difference is really about the failure mode. Toughened glass fails safely in the sense that it breaks into small, dull-edged granules that are unlikely to cut — but the whole panel goes at once, leaving an opening. Laminated glass fails by cracking but staying put, so the barrier still physically holds even after the glass is broken.
- Toughened: shatters into small granules, low cutting risk, but the panel is gone instantly.
- Laminated: cracks but holds together via the interlayer, the barrier stays in place.
- Laminated toughened: combines both — toughened layers for strength, interlayer for retention on failure.
For a balustrade high above a fall, the 'stays in place' property of laminated glass is a real safety advantage — if a panel breaks, you don't suddenly have an open edge. For a pool fence at ground level, the calculus is different, and toughened glass is usually the practical choice.
Cost
Toughened glass is the more affordable of the two. The tempering process is well-established and high-volume, and for standard panel sizes it's competitively priced. Laminated glass costs more because of the interlayer and the extra manufacturing steps, and laminated toughened glass — the premium combination — costs more again.
For most residential pool fences and many balustrades in Auckland, toughened glass hits the safety and cost balance well. Laminated toughened glass is specified where the extra retention-on-failure is worth paying for — taller barriers, overhead glazing, or where a building designer wants the additional safety margin.
NZ standards
Both toughened and laminated glass used in barriers must meet the relevant New Zealand standards for safety glass. Toughened glass is covered by AS/NZS 2208 (human impact) and the manufacturing standard AS/NZS 4667 for toughened glass. Laminated glass has its own standard, AS/NZS 4666. The glass supplied for a balustrade or pool fence should come with a certificate confirming it meets the standard for its intended use.
That certificate matters — it's what proves the glass is genuine safety glass and not ordinary float glass cut to size. Keep it with your consent paperwork; you may need it at inspection or at sale time.
Which to use where
For pool fencing, toughened glass is the standard choice. The panels are at ground level, the loads are well within toughened glass's capacity, and the cost-to-safety balance is right. A frameless glass pool fence in 10mm or 12mm toughened glass is what you'll see on most Auckland pools, and it's what we install.
For balustrades, the choice depends on the fall height and the system. A low residential deck balustrade is often fine in toughened glass. A taller frameless balustrade on a multi-storey home in Herne Bay, or a barrier over a significant fall, may warrant laminated toughened glass for the retention-on-failure property. The decision is part of the system specification, not a standalone choice.
The right glass for a barrier is the one that meets the load and the failure-mode requirement for where it's installed — not the cheapest, and not always the thickest.

- Pool fencing: toughened glass, 10mm or 12mm depending on panel size.
- Low residential balustrades: toughened glass, 12mm typical for frameless.
- Taller balustrades or barriers over a significant fall: consider laminated toughened glass.
- Always use certified safety glass with the paperwork to prove it.
Toughened and laminated glass both have their place, and a good installer will specify the right one for your job rather than defaulting to a single option.
